Starting a business in Queen Creek, Arizona

Queen Creek requires every business located or doing business in town limits to hold a Town business license ($60 new application; licenses expire 12 months after issuance), including home-based businesses and mobile food vendors. Taxable businesses add Queen Creek (code QC) to their ADOR TPT license. Most of Queen Creek is in Maricopa County, whose Environmental Services Department permits food businesses; the Town also accepts Pinal County health permits for mobile food vendors.

    • Apply through Maricopa County's online Permit Center; new construction or remodels need plan review (layout, equipment, plumbing) and a construction/remodel inspection scheduled through the Permit Center. Maricopa County adopted new environmental health fees (case ES-2025-004, approved by the Board of Supervisors August 19, 2026; new-application fees apply immediately, renewals at next renewal). Under the adopted Chapter 1 schedule (Rev 08/19/2026): plan review $728 for an eating & drinking establishment with 0–9 seats, $885 for 10+ seats, $919 for all other food establishments. Annual operating permits depend on seating and risk class: 0–9 seats $373 (Class 2), $393 (Class 3), $539 (Class 4), $514 (Class 5); 10+ seats $400, $556, $1,015 and $808. • Mobile food vendors need a Queen Creek general business license before doing business in Town limits (Town Code 8-1-3); the Town's mobile food page lists a $60 license fee. Vendors operating under a Town-approved special event permit or conditional use permit, or catering a one-time private event on residentially zoned property, don't need the license. Submit the application (with the Mobile Vendor Supplemental Application) plus proof of vehicle liability insurance, evidence of a passing fire inspection, a copy of a valid Maricopa County or Pinal County health code permit, and the locations where you'll operate with written property-owner permission (the Town reviews locations for Town Code compliance). Parks & Recreation manages Town parks and facilities; its food truck space reservation rules apply to all vendors and its fees are separate from the license fee. Maricopa County annual mobile food permits (adopted Chapter 1 schedule, Rev 08/19/2026; ES-2025-004 approved August 19, 2026): Type I $290, Type II $341, Type III $610. Plan review: $306 for Type II; $300 listed for mobile food establishments. Apply through the county Permit Center. Units that already hold a State of Arizona mobile food permit apply in the county where their commissary is located with a menu, commissary agreement, toilet use agreement, unit photos, a route sheet or operating location and the permit fee, and need no county plan review. State law (A.R.S. § 9-485.01) limits how cities can restrict mobile food vendors. [source] [source] [source] [source] [source] [source]

  • City licenses

    • "All businesses located or doing business within the Town of Queen Creek must be licensed before beginning operation"; each location in town needs its own license, and multiple businesses at the same address under the same owner each need a license but pay one fee. Fees: new application $60 (Town application packet and mobile food page). The Town's older application instructions (fee table dated 07/09) list renewal at $40 with a fixed location in Town limits and $60 without; confirm current renewal fees with the Town. Licenses expire 12 months from issuance; renew within 30 days of expiration to avoid a late fee. The $60 fee is paid with the application, which isn't processed until the fee is received; review typically takes 10–14 business days. Sole proprietors must provide ID showing lawful presence (A.R.S. § 41-1080; not required for corporations or LLCs). Display the license at the business, report changes in activity, address or use to the Town within 30 days, and don't transfer it without Town permission. A Town license doesn't authorize activity that violates federal or state law. Apply, renew or change owner, address or name through the Town's Business Licenses page. The location must be inside Town limits (a Queen Creek mailing address doesn't guarantee this; unincorporated San Tan Valley and county islands can't get a Town license). Contact: [email protected]. • Peddlers, solicitors, transient merchants and itinerant vendors need a license before doing business in town: $250 per calendar quarter (3-month license) plus $25 per individual working in Queen Creek; each door-to-door agent needs a Town ID badge; apply with the application, references and a 2x2 photo; minimum 10-business-day processing (up to 24 days with the mandatory investigation). Applicants selling food must provide a county health card or physician's statement dated within 10 days. Handbill (flyer) distributors need a daily license, $10 per day, applied for with the general business application, a copy of the flyer and the distribution dates. The Town's older business license fee table (dated 07/09; not confirmed current) also lists promoters $100 per week (with at least $1 million liability insurance naming the Town), amusement companies or tent shows $100 per week, carnival, circus or road show $100 per day, wrestling exhibitions $100 per day, and palmistry or fortune telling without a fixed place of business $50 per day. • Zoning and home businesses

    • A home-based occupation is permitted as an accessory use in all residential districts, but a business license is required. Submit the license application with the Home-based Occupation Questionnaire; the Planning Division and Town Clerk's office review it before the license is issued. Performance standards on the Town's home-based business form: accessory to a dwelling that keeps its residential character; no more than 25% of the primary structure's gross floor area; no exterior evidence except one non-illuminated sign of 3 sq ft or less attached to the building or in a window; operated by a full-time resident, with no more than one non-resident employee working in the home and only on lots zoned R1-35 or larger; no assembling employees at the home for instruction or dispatch; no dust, odors, noise, vibration or electrical interference; goods stored indoors with no flammable, combustible or explosive materials; parking only in the driveway, no overnight on-street parking; five or fewer clients a day, between 8:00 a.m. and 6:00 p.m. Electrical, plumbing, mechanical or structural changes need a building permit, and signs need a separate permit. Confirm the address is inside Town limits; unincorporated Pinal County (e.g., San Tan Valley) zoning questions go to Pinal County (520) 866-6442 and Maricopa County islands to Maricopa County Planning & Development (602) 506-3301.
