    • Plan review is required before construction or remodeling that changes the food prep area or adds or removes equipment, plumbing, wastewater lines or sinks; the county also requires it for locations closed more than 30 days and for new businesses in a space not previously used for that purpose. Submit the Plan Review Application with one set of plans and the plan review fee about 2–3 months before construction, and get building permits from the town. All food establishments need an approved Food Safety Plan. At the opening inspection the license application and Provisional Permit fee are due; the Provisional Permit lasts 90 days, after which you are invoiced for an Annual License. Licenses don't transfer to a new owner. Most food and bar staff need a food worker card (the county card lasts 2 years and costs $15; ANSI-approved online cards are accepted), and each establishment needs at least one certified food manager. Home kitchens can't be licensed (the state cottage food law may apply; contact ADHS). Fee amounts are in the county Fee Schedule PDF, which could not be retrieved. The county has an Environmental Health office in Prescott Valley; the county's street vendor notice lists (928) 771-3122. [source] [source] [source]

    • Yavapai County requires plan review to license a mobile food unit (the fee may be waived if the unit was previously licensed in Yavapai County or another Arizona health jurisdiction); commercially built units still need plans, and an inspector must examine the unit before licensing is complete. All mobile food units must operate from an approved commissary in Yavapai County, and the commissary agreement can be submitted with the provisional license application and fee. Licensed units display a county license sticker on the back. For a one-time event, submit a county special event vendor application instead. Anyone selling food at a special event needs a county Special Event Food Vendor License (apply at least 3 weeks ahead to avoid a late fee; permits cover up to 14 consecutive days). The town notes that events with mobile food vendors may have extra county requirements. A food truck based in town also registers with the town and adds region code PL to its TPT license; whether the town's peddler's license applies to food trucks wasn't confirmed. • City licenses

    • Under Town Code Chapter 8, Article 8-02, all non-exempt businesses physically located in Prescott Valley, including commercial locations and home occupations, must register at least 15 business days before operations begin. The town replaced its business license program with this registration program effective January 12, 2026; new businesses pay a one-time $60 registration fee (waived for businesses with an active license before that date), and updating an existing registration is free. Apply online through the town's CityGrows portal. You must show proof of authorized presence in the U.S. (Town Code §8-02-050). Registrations are non-transferable (a new owner registers again), an update is required for a new physical location or substantial changes, and the certificate must be posted conspicuously. The Town Clerk's business page also still says licenses are valid one year and "renewable for $45" (plus $5 per location for commercial rental licenses), and that licenses not renewed within 45 days of expiration are terminated; whether this renewal still applies under the registration program wasn't confirmed. The initial fee isn't refunded if no license is issued. Exemptions are not listed on the town page. Town Clerk: 928-759-3135, [email protected]. [source] [source] [source]

    • Home occupations are included in the definition of "business" and must register with the Town Clerk like any other business.
