    • Businesses with taxable activity (retail sales, construction, commercial leases, utilities, communications, amusements, restaurants, hotels and vacation rentals) apply for a TPT license through ADOR and report under city region code PR. ADOR's Prescott profile lists a $5.00 license fee and a $0.00 renewal fee. Rates: 2.95% for retail, restaurants and bars, hotels and most classifications (effective April 1, 2025, after Ordinance 2024-1858 added a 0.95% public safety tax), plus a 3.00% additional hotel/motel (bed) tax; use tax 2.95%. The city puts the combined rate in Prescott at 9.30% (2.95% city plus 6.35% state and county for most classifications). • Plan review is required before construction or remodeling that changes the food prep area or adds or removes equipment, plumbing, wastewater lines or sinks (cosmetic work doesn't need review); the county also requires plan review for locations closed more than 30 days and for new businesses in a space not previously used for that purpose. Submit the Plan Review Application with one set of plans and the plan review fee about 2–3 months before construction, and get building permits from the city. All food establishments need an approved Food Safety Plan. Schedule the opening inspection with your inspector about a week before opening; the license application and Provisional Permit fee are due then. The Provisional Permit is valid for 90 days, after which you are invoiced for an Annual License. Licenses are valid only for the original applicant, so a new owner needs a new license. Most food and bar staff need a food worker card (the county card lasts 2 years and costs $15; ANSI-approved online cards are accepted), and each establishment needs at least one person with manager-level food safety certification. Home kitchens can't be licensed (the state cottage food law may apply; contact ADHS). Fee amounts are in the county Fee Schedule PDF, which could not be retrieved. Offices in Prescott, Prescott Valley and Cottonwood; the county's street vendor notice lists (928) 771-3122. [source] [source] [source]

    • Prescott's TPT page says food trucks and mobile food units need a TPT license plus a separate license and inspection from the Yavapai County Environmental Health Division. The county requires plan review to license a mobile food unit (the fee may be waived if the unit was previously licensed in Yavapai County or another Arizona health jurisdiction), and commercially built units still need plans (the manufacturer's plans can be submitted). An inspector must examine the unit before licensing is complete. All mobile food units must operate from an approved commissary in Yavapai County; you can submit the commissary agreement with the provisional license application and fee to speed licensing. A licensed unit displays a county license sticker on the back. For a one-time event, submit a special event vendor application instead. Prescott Fire Department requires mobile food preparation vehicles to have been inspected by a fire official in any Arizona fire jurisdiction within the previous year (otherwise PFD inspects before operating in the city), plus Class K and 4A:20B:C extinguishers, an automatic fire extinguishing system and Type 1 hood for grease-producing cooking, and annually inspected LP-gas systems. Peddlers selling on streets or sidewalks need the city's peddler/solicitor license; whether this applies to food trucks wasn't confirmed. [source] [source] [source] [source] [source]

    • Anyone selling or giving away food or beverages at a special event in Yavapai County applies for a Special Event Food Vendor License (only unopened bottled water or canned soda from an approved source is exempt). Apply with the fee at least 3 weeks before the event to avoid a late fee; an additional late fee applies if the application and payment arrive less than two full working days before the event. Permits cover events up to 14 consecutive days. Prescott's 2025 Special Events manual lists county fees of a $78 administrative fee plus a $59 event inspection fee for for-profit food vendors ($59 for each additional event), $70 for non-profits, and a $55 late fee, plus a $75 Prescott Fire special event inspection; these come from a 2025 city document, so confirm current county amounts. Event organizers must give the city each vendor's TPT number at least 10 days before the event. [source] [source]

  • City licenses

    • The city's Business Licenses page lists five categories: Liquor Licenses, Peddler/Solicitor Licenses, TPT (Sales Tax) Licenses, Special Event Licenses and Vacation Rentals. None is a general business license, and the TPT License page covers only the sales tax license. If your activity isn't in one of these categories, the city's pages describe no other license to get, but confirm with the city before opening (City of Prescott, 201 N Montezuma Street; Monday to Friday, 8 AM to 5 PM). Fees are posted in the city's City Fees section. [source] [source] [source]

    • Peddler/Solicitor License (City Clerk): required to sell or solicit door-to-door or place-to-place without an invitation. The city's June 2024 brochure lists a $50 annual license fee, a $10 ID card for each licensed individual, and a cash bond of $200 plus $100 for each additional employee, agent or independent dealer (maximum $1,000), refunded when licenses and ID cards are returned within 60 days of expiration and the tax is paid. Submit a photo and a copy of a driver's license or other ID for each individual, and in most cases a state sales tax license. Exempt: wholesale-only sellers, newspaper carriers, vendors at a special event, permanent businesses delivering goods in the regular course of business, court-ordered auctions, and sales after an invitation into a residence. Peddlers on streets or sidewalks must keep moving, may operate only at the approved location listed on the license, and may not use loud noises or speaking devices. City Clerk: (928) 777-1437. Vacation rentals (29 consecutive days or less): register with the city before offering the property for rent, after getting a TPT license (for non-owner-occupied residential rentals). The initial application is $95 (a $30 annual registration fee plus a one-time $65 safety inspection fee) and renewal is $30 a year. Rules include a local contact who can respond in person within 45 minutes, notifying adjacent owners, and posting the Good Neighbor Brochure and registration certificate in the unit. Liquor: the state (DLLC) decides; the city charges a $409 non-refundable application processing fee (adjusted each July by CPI) and has no annual city fee (eliminated in 2017); special event liquor licenses are $84 per day to the city plus $25 per day to the DLLC.
