Starting a business in Casa Grande, Arizona
Casa Grande requires a business license (Business Transaction License, $70 for 12 months) for each business location, and home-based businesses also need a Home Occupation Permit. Taxable businesses add Casa Grande (code CG) to their ADOR TPT license. Food businesses are permitted by Pinal County Environmental Health, and each food truck needs its own city business tax receipt.

Casa Grande City Code (mobile food units; Ord. 1397.05.05, 2023) requires each mobile food unit to have its own business tax receipt under Chapter 5.04. Before the Finance Department issues it you need: an Arizona TPT license, the state mobile food unit license, valid Pinal County Health approval to operate the unit, and a fire inspection within the previous 12 months. The license application also lists AZDHS food handler permits for each handler or manager, a cottage permit for prepackaged items, an annual Temporary Use Permit if needed, ID, a liquor license if serving alcohol, and an ACC entity ID if registered as an entity. Operating rules: generally no operation in single-family residential areas, except ice cream/frozen novelty vendors moving along (not within 300 feet of the same spot more than one hour in eight), next to a private residence with the owner's permission (up to four days a calendar year, no more than three units at once), adjacent to a public park on the park side of the street, or at a City-permitted special event; on non-residential private property you need the owner's written permission and an approved Temporary Use Permit; on City property use a legal parking space or get permission from the Deputy City Manager (generally 96 hours ahead). Use one legal parking space, no more than six hours in any 24 (within 100 feet of the first spot); serving window not facing street traffic; units over 24 feet can't park diagonally; at least one 15-gallon trash container within 15 feet; downward-directed lighting; horns, bells or sound devices need a noise permit. Pinal County's fee schedule (2013) lists a $29 mobile food unit permit and $185 mobile food unit plan review ($93 for a pushcart), without saying whether the permit is annual.
